It is possible to just have really bad luck for 20 min straight. I wouldn't completely rule out a bug, ghost writing book. I have seen a video of someone trying to use the spirit box, solo run, ghost's room, lights off, said nothing detected multiple times despite the ghost turning out to be a Jinn. But if you're having problems with it every time, you're not waiting long enough or aren't ghost writing book the right place.
